Final 2007 System Status Report (SSR)

The 2007 SSR is the first comprehensive technical assessment of monitoring data developed by the Assessment Team under the RECOVER Monitoring and Assessment Plan (MAP).  Because few CERP projects have been implemented at this time, the 2007 SSR provides estimates of pre-CERP conditions for ecosystem indicators monitored by the MAP, in conjunction with data from other sources.  Currently, many data sets used in the 2007 SSR are limited to a few years, and these pre-CERP estimates remain uncertain pending completion of needed monitoring.  Sustained multi-year monitoring is a prerequisite for establishing sound estimates of pre-CERP conditions and trends. 

The role of the MAP and the SSR in the CERP Adaptive Management program is essential.  Results of this and future SSRs as well as monitoring are necessary for assessing positive responses to CERP actions and essential for identifying management actions that may be necessary to adjust the CERP to achieve its goal of restoring the Everglades and the south Florida ecosystem.

The AT System Status Report (SSR) plays an important role within CERP; it is designed to assess and document progress towards meeting performance measure (PM) targets and interim and long-term goals. On an annual basis, the reports generated by the principal investigators in each of the Monitoring and Assessment Plan (MAP) modules (i.e., Southern Coastal Systems [SE], Northern Estuaries [NE], Greater Everglades [GE] and Lake Okeechobee[LO]) will be compiled by REstoration COordination and VERification (RECOVER) and used to generate a biennial SSR that will address the overall status of the ecosystem relative to system level hypotheses, PMs, and restoration goals. Every five years, this SSR will provide the scientific information on the status of the ecosystem’s response to CERP implementation and will be integrated into the Report to Congress.

The SSR provides:

  • a synthesis of findings across MAP modules and across years to provide a holistic description of the status of the Everglades ecosystem;

  • an evaluation of the results in relationship to supporting system-level hypotheses and achieving system-wide Interim Goals;

  • a summary of those changes that are consistent with goals and hypotheses and those that are not;

  • a discussion of why the goals and hypotheses are not being achieved;

  • the identification of major unanticipated findings that may need attention and correction; and

  • information about issues relevant to the CERP Adaptive Management (AM) Program (see CERP AM Strategy).

The SSR functions as the interface between the science and communication of the restoration by providing information not only for AM, but for reports to the National Research Council, Interim Goals and Targets (IG/IT) Report, and the CERP Report Card, and constitutes a major component of the RECOVER Technical Report mandated by the Programmatic Regulations.
